You can get Free Pascal compiler (FPC) by writing this command in terminal:
sudo apt-get install fpc
Also you can use synaptic package manager that exists in debian and Ubuntu based distributions to download it:
Synaptic and apt-get will download the last updated Free Pascal compiler in distribution repository, and it may be an old version. If you want to get the last version you should download it directly as debian package from www.freepascal.org site, then decompress it and run this command in decompressed directory:
sudo dpkg --install *.deb
